Rabbeinu Hashlah HaKadosh Zia’a:

Rabbeinu Har’i Ziya’a:
The Ar’i Hakadosh wrote in his book “Sefer Hagilgulim” (Hakdama,11), that a person who does not fulfil a particular mitzvah, such as the mitzvah of the shemitah, although he does not have the obligation to observe it, he will have come back to this world again (gilgul) to fulfill the mitzvah that remains for him to do.

And behold, I have bought a small land near Jerusalem, I have acquired it according to the law of the torah for myself and for all the children of Israel that are scattered around the world, in order to fulfil the mitzvah of shemitah as the torah asks “and the earth will rest a sabbatical year etc …”

Definitely yes! The of shemita must be performed by every Jew for two reasons:
1. According to the Kabbalah, if a person lacks one of the 613 mitzvoth of the torah (except for the mitzvoth that have to do with the Beth Hamikdash), his soul yearns the mitzvoth , and he will return to this world again to fulfill the same mitzvah that he did not fulfill
2. According to many poskim, a person has to put in a lot of effort to fulfill each mitzvah even if it is not mandatory.
